Instead, this sheet borrows most of its geometry and dimensions from the description at Flags of the World (FOTW).
The stars have been repositioned very slightly to remove minor unexplained asymmetries in the FOTW description of the flag.

Notes
the stars
The stars have been positioned on this construction sheet as follows:
One point on the lower left star points directly to the top left corner of the flag along a line that is perpendicular to the black stripe.
One point on the upper right star points directly away from the bottom right corner of the flag along a line that is perpendicular to the black stripe.
The stars (but not the imaginary circles around them) are centered inside the black stripe, meaning that the gap between the upper left point and the upper yellow fimbriation is equal to the gap between each of the two two lower right points and the lower fimbriation.
