Wihioka Chidi Frank ni a bi ni ọdun 1959 ni agbegbe Ikwerre, Ipinle Rivers. O pari ile-iwe alakọbẹrẹ rẹ ni ọdun 1973 lati Ile-iwe alakọbẹrẹ ti Ipinle 3, Elele. O lọ si Ile-ẹkọ giga ti Imọ-jinlẹ ati Imọ-ẹrọ ti Ipinle Rivers (RSUST) fun Iwe-ẹkọ giga ti Orilẹ-ede giga ni Imọ Ẹranko, ati Ile-ẹkọ giga ti Calabar fun awọn ẹkọ ile-iwe giga rẹ.

Oselu ọmọ

Ki o to dibo wọlé bi omo ile igbimo asofin lodun 2015, o sise orisirisi ise pelu Alaga ibile, Ajo to n se itoju ati atunse opopona ipinle Rivers, oga agba, Risopalm Estate Epo, ati Komisana fun ajo INEC. Ni ọdun 2022, o fi ẹgbẹ oselu All Progressive Congress (APC) pada si Social Democratic Party (SDP).
